Just make sure that you have a content to keep your visitors on the site. Look at those 2 scenarios:

1. you spent 10% of the time on content 90% on promotion and SEO – you’ll get say 100 visitors a day – none of them will stay on the site longer then 10-20 seconds, none of them will ever come back.

3. You spent 60% of the time on content and only 40% on promotion and SEO – you’ll maybe get 30 visitors a day but most of them will spend some time on the site (clicking ads) and 10-15 will bookmark the site to come back later.
