My blog was punished for the longest time after an Adwords dispute. They finally declared an amnesty and my pr shot up from 3 to 4, and has been bouncing back and forth ever since. What I did to try and improve my standing was to no-follow any link that was remotely spammy. Add a sitemap, a privacy policy, an about page, and contacted Google through their tools website saying I had taken the above actions and was there anything else I could do to improve my standing.
